Daughter and youngest child of Sagara Souzou, grew up alongside Sanosuke and Katsuhiro. When she turned fifteen, started turning on the ultra-charm for Sano, until he finally agreed to marry her beecause it was her mother's last dying wish. Tsutomi followed him to Tokyo and got a job at the Akabeko cooking. Though she and Sanosuke were married, they lived together almost like siblings until he returned from the Shishio incident with a new outlook on life. Tsutomi and Sano adopted the gaijin child she found abandoned at Akabeko as an infant. It's possible Sanosuke and Tsutomi have an...open relationship with Katsuhiro, as well.
